Healthy Ireland Cities & Counties

The Healthy Ireland Cities & Counties Programme is a Department of Health funded initiative located within Local Government as per the Healthy Ireland Outcomes Framework.

This Framework aims to bring a concerted focus on life-long wellbeing, prevention of illness and the reduction of health inequities and more specifically to highlight the role and responsibility that local government has in enhancing community wellbeing.

HICC Areas

The Healthy Cities and Counties Programme has a local Coordinator placed within each of the 31 Local Authorities responsible for the delivery of the programme. A Healthy Ireland Fund which is in its 4th Round secured from the Department of Health is provided to each Local Authority to help leverage activity in specific outcome areas.

Each Healthy City or County Programme is delivered through the Local Community Development Committee (LCDC) – usually through a Subgroup made up of an inter-agency partnership from a cross section of key stakeholders including the local community. This Sub-Group helps drive this wellbeing agenda and ensures its prominence within the Local Economic & Community Plan for the City or County.

The work of the Healthy Ireland Coordinator is primarily a collaborative and networking role to encourage implementation of key wellbeing objectives amongst key stakeholders and aligning activity contained within Local Economic & Community Plans

Healthy Ireland Fund (HIF)

Pobal administered 3 previous rounds of the Healthy Ireland Fund (HIF) on behalf of the Department of Health.

The design of HIF Round 4 was informed by consultations with various Healthy Ireland stakeholders and represents a more evidenced-based outcomes led approach, with a 3-year timeframe and gives Local Authorities more discretion to make changes to both the work being undertaken and how the budget is spent. The grant period for Round 4 runs from 2023-2025.

The move from an action/activity led to an outcome led approach also allows for greater flexibility and course correction with Local Authorities selecting a maximum of two outcome indicators – for further information click here.
