A New Council Initiative to Enhance Social Connection and Fun in Waterford Communities
A simple idea to promote social connection while promoting play and physical activity
Since May 2024, an innovative project has been launched in Waterford to promote social connection and bring some enjoyment to its neighbourhoods. The Community Wellbeing program has seen over 30 successful visits across all municipal districts in the city and county. This remarkable collaborative effort, spearheaded by Healthy Waterford, Waterford Sports Partnership, and key stakeholders such as the Waterford City and County Council, Ready Steady Play, Sláintecare Healthy Communities, Waterford Libraries, Waterford Public Participation Network, and Community Safety Partnership, Climate Action & Creative Waterford has captured the attention of more than 3,000 people.
The genesis of this initiative can be traced back to our collaborative efforts with the Waterford Childcare Committee and Waterford Sports Partnership. These organisations had already been working to address specific needs within the community, and their insights and experiences proved invaluable in shaping the direction of this project.
The onset of the COVID-19 pandemic and the subsequent isolation it caused exacerbated existing challenges faced by many communities. Through feedback gathered through the Local Economic and Community Plan (LECP) and Local Development Company (LCDC), it became evident that there was a pressing need for initiatives to foster community engagement and well-being. In response to these findings.
Financial support for this endeavour was provided by Healthy Waterford. The project aligned with their perceived health outcomes, and the funding from Pobal and the Department of Health under Round 4 of the Healthy Ireland Fund was instrumental in making it a reality. Additionally, we were fortunate to receive contributions from the Waterford Sports Partnership, Creative Waterford, Waterford Childcare Committee, and Waterford Libraries. Furthermore, the project benefited from the generosity of local communities and businesses, who provided voluntary donations to support our efforts.
The official launch of this initiative took place at Bromley Walk in Ardkeen Village, with the previous Mayor of Waterford City and County, Cllr. Joe Conway, leading the event. In his speech, the Mayor declared, “This initiative is outstanding and is a testament to our commitment to foster stronger connections among our residents and highlight the significance of play and social interaction in our communities. The success of Playful Streets in 2023 was remarkable, and I am confident that even more neighbourhoods will have the opportunity to be part of this program this year.” Moreover, the Healthy Ireland Coordinator, Eoin Morrissey, expressed his enthusiasm for the program, stating, “In 2024, we are aimed to focus more on Community Wellbeing and understand the needs of each community better. Through these events, we hope to ensure that our communities are well-connected with the relevant services and instil a sense of volunteerism and community spirit.
Results and what our community had to say
The review of the events with stakeholders and those who participated brought up interesting findings showcasing some of the main reasons around the barriers to community wellbeing activities taking place. 33% of participants felt a lack of suitable space and recreational facilities, 17% outlined it was a lack of time while 47% outlined concerns about safety.

Ongoing and evolving delivery planned for this Community Wellbeing Programme
The planning process for 2025 has already begun with a firm dedication to expanding into new areas within our municipal districts. Our future developments include implementing standardised training for Play Leaders, offering Play packs through our library network, and providing communities with guidance on how to organise their own community wellbeing initiatives.
